Mission Critical Partners (MCP) is helping the City of New Orleans overhaul its outdated criminal-justice technology infrastructure through the Justice Tech Modernization Program (JTMP). Supported by a $30 million ARPA grant, the initiative replaces decades-old, disconnected systems with integrated, cloud-based solutions that enable real-time data sharing across law enforcement, courts, and jails. By addressing inefficiencies, outdated processes, and system silos, MCP is helping to enhance operational efficiency, data accuracy, and decision-making, with significant milestones already achieved.
New Orleans’ justice system relied on outdated, disconnected systems from the 1980s, leading to inefficiencies, delays, and errors, with manual processes and inconsistent data definitions further complicating operations.
MCP developed a unified data model, a cloud-based integration hub, and modernized key systems to enable real-time data sharing, streamline workflows, and improve efficiency across all justice entities.
Key system upgrades are underway, with significant progress on data integration and real-time sharing, reducing delays and errors while improving accuracy and efficiency.

New Orleans’ criminal-justice system struggled with outdated 1980s technology, siloed operations, and paper-based workflows that caused inefficiencies, errors, and delays. Disconnected systems across law enforcement, courts, and jails lacked integration, while inconsistent charge definitions and antiquated interfaces slowed processes and discouraged staff retention. To address these challenges, Mayor LaToya Cantrell launched the Justice Tech Modernization Program (JTMP) in 2023 with a $30 million ARPA grant. Mission Critical Partners (MCP) was chosen to implement a unified, integrated solution, leveraging its expertise to modernize workflows, improve efficiency, and enable seamless collaboration across all justice entities.
MCP has made significant progress in transforming New Orleans’ justice system, addressing decades of inefficiencies and outdated processes. Major system replacements for law enforcement, courts, and jails are underway, supported by a standardized data “common language” and real-time integration capabilities. Key achievements include:
Development of 16 data exchanges, with integration already in progress.
Concurrent implementation of new records-management, case-management, and jail-management systems.
Complete system integration is scheduled for completion between March and September 2025.
The Justice Tech Modernization Program is creating a more efficient, transparent, and effective justice system in New Orleans. Stakeholders across law enforcement, courts, and jails are already seeing improvements in a short period, with more expected as the systems go live. Key benefits include:
Faster case resolutions through streamlined workflows and real-time data sharing, reducing delays and backlogs.
Improved accuracy and consistency by eliminating manual data entry and creating standardized processes.
Enhanced transparency and trust with modern public dashboards and accessible information.

"This project opens the door to process change — it is a once-in-a-generation opportunity to reexamine how the criminal-justice system in New Orleans and Orleans Parish operates through better communication and more-focused data integration"
Jim Pingel, MCP’s Vice President of Digital Justice Transformations
