Client Success Story:

New Orleans Modernizes Justice Through Connected Systems

New Orleans Connects Its Justice System to Improve Operations and Advance Justice

New Orleans replaced decades-old criminal justice technology with connected systems that improved information sharing, streamlined operations and supported better justice outcomes.

Through its $30 million, American Rescue Plan Act (ARPA)-funded Justice Technology Modernization Program (JTMP), the city brought together modern technology, shared data standards and redesigned workflows across law enforcement, courts and corrections.

Mission Critical Partners (MCP) worked alongside JTMP leadership, partner Major Services, and participating agencies to support the transformation. Phased system launches took place between November 2025 and April 2026.

Challenges

Aging systems, paper-based processes and disconnected applications slowed case processing and complicated collaboration. Inconsistent charge definitions and repetitive data entry contributed to errors, ambiguity and delays.

Solutions

MCP helped implement modern records, case and jail management systems, supported by a cloud-based integration and analytics platform. Shared data standards, workflow redesign and organizational change management helped agencies connect their operations and prepare personnel for the transition.

Results

The modernization enabled real-time information sharing, reduced manual work and improved visibility into case status. Automated court workflows and faster access to information helped agencies coordinate more effectively.

Addressing Decades of Deferred Upgrades

New Orleans’ criminal justice agencies relied on aging technology that hindered their ability to share information and serve the public. A shared server supporting jail and court operations approached the end of its useful life, while homegrown applications and paper-based workflows complicated daily operations.

In 2023, the city allocated $30 million in ARPA funding to address 40 years of deferred technology upgrades. JTMP leadership selected MCP to help create an integrated ecosystem that improved data accuracy, analytics and coordination across city and parish agencies.

Connecting Systems and Strengthening Workflows

Beginning in August 2023, MCP worked with participating agencies to replace legacy platforms and redesign the workflows connecting them. Major launches included:

  • November 4, 2025: A records management system for the New Orleans Police Department.
  • November 17, 2025: A case management system for the criminal court clerk’s office.
  • April 10, 2026: A jail management system for the Orleans Parish Sheriff’s Office.

An integration and analytics platform hosted in the city’s Microsoft Azure cloud environment connected information across systems and supported reporting and performance monitoring.

MCP also helped establish a common data language, shared charge definitions, and governance frameworks. Training support, stakeholder engagement, and organizational change management helped personnel transition to the new platforms.

Improving Daily Operations Across Agencies

The modernization delivered practical improvements throughout the criminal justice ecosystem:

  • Reduced paperwork: Digital workflows freed officers to spend less time filing jail paperwork and searching for records.
  • Streamlined court operations: Data flowed directly from the jail and prosecutor into court case management, reducing manual entry.
  • Faster court preparation: The new capabilities enabled jail personnel to publish court appearance lists in seconds.
  • Stronger collaboration: Timely, accurate information exchange between prosecutors, public defenders and courts helped reduce bottlenecks.
  • Better-informed decisions: Improved visibility into case status supported decision-making, including more equitable bond determinations.

Together, these changes strengthened the foundation for a more efficient, transparent and connected justice system.
