The Challenge: Limited Visibility Delays Justice and Coordination

Across the United States, backlogs of unprocessed Sexual Assault Forensic Evidence kits –also known as SAFE kits – have created significant barriers to justice. Kits can sit in laboratories for months awaiting processing, and many jurisdictions lack an efficient, reliable mechanism to track each kit throughout its lifecycle.

The lack of visibility creates serious challenges. Victims can experience prolonged uncertainty and distress. Investigators and prosecutors may be delayed in accessing evidence that could support an arrest or conviction. And agencies can struggle to coordinate across law enforcement, healthcare providers, laboratories, courts, and other partners.

This statewide organization’s goal was to create a secure, web-based system that would enable SAFE kits to be tracked from beginning to end—and allow victims to check the status of their kit at any time.

Modernizing the Process from End-to-End

MCP subject-matter experts designed, developed, and implemented SAFETrack, a comprehensive SAFE kit tracking system, which is a user-friendly, web-based application. It is designed to address the huge backlog of kits and give victims unprecedented visibility into their kit status.

To inform the system’s technical requirements, MCP gathered input from the State Attorney General’s Office, law-enforcement agencies, hospitals, and testing laboratories. MCP then developed the software application, completing the effort in approximately one year.

SAFETrack enables every kit to be tracked throughout its full lifecycle, including ordering, shipping, acceptance, use, testing, and results documentation.

The Results: Improving Case Outcomes Through Real-Time Evidence Visibility

SAFETrack is helping improve transparency, accountability, and coordination across the justice system.

By giving agencies a reliable way to track SAFE kits and related evidence, the system supports faster processing, stronger case management, and improved access to critical evidence. Most importantly, it gives victims visibility into a process that historically has been difficult to monitor.

Efforts to reduce the backlog, enabled by SAFETrack, are already producing meaningful outcomes. The analysis of previously untested SAFE kits has contributed to successful case resolutions, including a felony sexual assault case that resulted in a 15-year sentence, with additional cases progressing to trial.
